Chief Minister Kalikho Pul attended the third Public Dharbar at his Official Residence just after arriving from New Delhi on Saturday evening. This time, more than 100 people from the remote and far flung districts like Kurung Kumey, Dibang Valley, Lower Dibang Valley, Kra Daadi, West Siang, Upper Siang, Anjaw, Tirap, Changlang, Upper Subansiri, Lower Subansiri, West Kameng also attended the Public Dharbar and expressed their grievances before the Chief Minister.

Police vehicle hits six persons at Koloriang

ITANAGAR, Jun 11: In a freak accident, at least six persons including four minors were injured on Saturday at Koloriang under Kurung Kumey district when a speeding police vehicle (Tata Sumo) knocked them down around 10:30 AM informed District Zilla Parishad Chairperson Sangha Tagik. This was later confirmed by Circle Officer Idam Bagra. The injured persons were identified as Bengia Yaku (62), Nangram Takum(7), Miss Nangram Keya(9), Miss Lokam Roje(7), Miss Pisa Apa(9) and Tana Ama(35).

The incident occurred when they were buying vegetable items from a vendor. The speeding car was coming from Deputy Commissioner’s Office to Police Station Koloriang that was allegedly driven by a constable not a driver. Later, Constable identified as Dangjeng Hacheng who was responsible for rash driving was arrested and two cases have been registered with Koloriang PS case no. 19/2016 under section 279/337/338 IPC and Klg PS No. 20/2016 U/S 447/427/34 34 IPC R/W section 3 of PDPP Act, the official source added. The injured persons were airlifted to Itanagar and admitted at RK Mission Hospital here. The angry mob reportedly damaged two police vehicles including the Tata Sumo.

Don’t compromise on road quality: Governor

ITANAGAR, Jun 10: Governor, JP Rajkhowa asked the state road agencies to maintain the road connectivity without any compromise on quality and quantity for progress of the state.

The Governor said this after making a field visit to the perennial bottleneck points in various routes of the state Capital including, the bridge points at Papu Nallah, near Petrol Pump and Niba Hospital. He also interacted with the Chief Engineers on the sites.

Rajkhowa was briefed on the progress of the works by the CE (Highways) Bora Ete and CE (Western Zone) PWD Nani Taki.

Governor advised them to widen the water outlet so that there is free flow of streams, running under the bridges and suggested for concrete walls to prevent erosion near the bridges and roads. The CE (Highways) informed that the works of bridges will be completed within ten days.

While expressing dissatisfaction over the poor quality of road in many places between Naharlagun-Jullang-Itanagar Bypass road, the Governor advised the Chief Engineer (Western Zone) PWD to submit proposal for the road at the earliest to the government for budget provision as it is the only alternate route available. Pul seeks central assistance for PDS bill clearance

NEW DELHI, Jun 11: Arunachal Pradesh Chief Minister Kalikho Pul has sought the attention of the centre on PDS payment amounting to more than Rs 1066 crores.

He said this during a meeting with Union Minister for Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan who is reported to have assured his support to resolve the issue of pending liability. A team of officials from FCI will visit the state on June 18 to take stock of the situation and to redress the crisis on humanitarian ground.

There was an urgent need to resolve the issues of past liabilities, since the state government had to pump funds into it from development heads which is impacting the growth of the State adversely, Pul said.

Meanwhile some of the carriage contractors filed a money suit and the matter was argued upto the Supreme Court. Between 2004 and 2010, the state government was forced to pay Rs 158 crores to one set of contractors and Rs 83.97 crores to another set of contractors. Apart from this, there are normal pending liabilities of this period of Rs 96.55 crores and other liabilities as per various directives of High Court and lower courts of a sum of Rs 214.11 crores, informed the CM.

Between 2007-2010, the Food Corporation of India (FCI) released a sum of Rs 45.76 crores in two instalments as reimbursements. Ironically, FCI arbitrarily restricted the extent of reimbursable amount and we have pending liabilities of Rs 31.05 crores of this period, said the Chief Minister.

After April 2010, a new system of HTS payments was evolved, wherein the state government first makes payments and later has to claim reimbursement from FCI, said the CM.

So far, the state government has released payment of Rs.50.60 crores against 485 bills, which have not yet been reimbursed by FCI, the Chief Minister informed and added that there are other pending liabilities of nearly Rs 289.72 crores for this period.

Again recently, after dismissal of an Special Leave Petition (SLP) and a subsequent review petition filed by the State government in Supreme Court, the CM informed that the state is being forced to release the balance of the decreetal amount of Rs 269 crores in money suits to the contractors.

As a result, Rs. 89.83 Cr being the one-third of balance decreetal amount of Rs. 269 cr was paid by the State Govt. in May 2016 as per an order of the Honourable Gauhati High Court, Itanagar Permanent Bench.

All payments cleared by the State government so far against HTS claims have been made from funds meant for core developmental activities, which has resulted in a major slack in the pace of execution of these projects, resulting in immense public criticism, the CM informed.

Things have reached to such a stage that carriage contractors are refusing to participate in the bids, on account of limited credibility of the reimbursement mechanism, which is directly impinging upon the state government’s capabilities to deliver food grains as prescribed by law and is a denial of the basic right to food now enshrined under the NFSA, the CM added.

Pul apprised Paswan on measures being adopted by the state government to revamp the public distribution system (PDS) in the state.

He informed that the state government has decided to discontinue the head load system of distribution of PDS food grains, which would be now distributed through motorable roads where possible, and for inaccessible areas – helicopter sorties would be engaged.

The CM informed the minister that the state government had decided to form a food and civil supplies corporation to ensure a more efficient PDS delivery. He also informed that the state government is preparing a blueprint of comprehensive PDS reforms including a phased switch over to cash transfer model under DBT scheme for implementing provisions of National Food Security Act.

The Chief Minister further informed that the state was contemplating on direct cash system of benefits to the end-users through banks.

Kumar Waii tours Khenewa and Bameng

SEPPA, June 11: Minister RWD, Agriculture and Labour & Employment, Kumar Waii along with East Kameng DC, other government officials and public leaders made a two days whirlwind tour of Khenewa and Bameng Circles from Friday to assess the developmental activities and infrastructural needs of the circles.

At Bameng, the Minister surveyed the proposed sites of ITBP camp, helipad, ADC office and ADC residence. He distributed flashlights to the ITBP personnel, inspected the old helipad and suggested for flattening of it for the school playground.

During inspection of the road from zero-point junction to Chandmari across Bameng town, Waii directed the executing agency to ensure proper drainage system and erection of retaining walls wherever necessary. He also directed the Power department to shift the electric pole falling under RoW as early as possible.

On inspecting the proposed road from market to police station site, he directed the administration and executing department to assess and submit the list of affected dwelling units falling under RoW for future course of action. The Minister also enquired about the KGBV and other developmental issues and cautioned against any substandard and poor quality of works.

At Khenewa, the Minister attended the 18th Foundation Day Celebration cum felicitation programme organised by All Bameng Khenewa Lada Students’ Union (ABKLSU) and handed over cash awards and laptops to the meritorious students belonging to the constituency.

Speaking vociferously against child and forced marriage, he advised the students to study hard and make the parents and the society proud. Acknowledging that education helps in every aspect of life from farming to politics, he exhorted them to accord the top most priority to education.

East Kameng DC Rajeev Takuk opined that education is only such factor through which the whole world can be transformed economically and changed socially. He advocated that education should not be a percentage oriented rather it should be a facilitator or enabler of a progressive society.

ZPM, B. G. Sonam and student representatives also spoke in the function.

Later, the Minister inspected the under construction general ground and suggested for its widening.

Traditional Medicine complementary to modern scientific system: Dr Jini

ITANAGAR, Jun 11: Director of Health Services, Dr. Moji Jini has said that the Indian System of Medicine i.e. Ayurveda, Yoga, Unani, Siddha and Sowa-Rigpa are complementary system to modern scientific system of medicine.

He said this during a daylong programme on Continuing Medical Education (CME) “Scope of Ayurveda in Arunachal Pradesh” organised by the Arunachal Pradesh Indian Medicine Council on Saturday.

Dr. Jini also opined that health care system should be like a cafeteria where all system of medicine would be available and patient may have opportunity to choice his preference of treatment.

Speaking in the inaugural function, resource person, Dr. Bishnu Prasad Sarma, Professor, Govt. Ayurvedic College & Hospital, Jalukbari, Assam, emphasized more on promotion of communication of medicinal plants values by the physicians working in remote areas for benefitting the common masses for healthy life. He also advised and encouraged the Ayurved doctors to take up herbal based research in Diabetes mellitus. He stated of facilitating any interested doctor in pursuing research with scholarship on the project Asian Network Research on Anti Diabetic Plants at Bangladesh Institute of Research in Diabetics, Endocrine and metabolism (BIRDEM), Dhaka, Bangladesh.

Medical Officers (Ayurveda) from various districts and Capital Complex attended the function.

Attending the function, Jt. Director of Health Services (NVBDCP), Dr. Allok Yirang emphasised on the importance of Continuing Medical Education Programme in the State to enhance the skills as medical education is a continuous process. He appreciated the initiative taken by Dr. Inya Lingu, DDHS (AYUS) & Registrar cum Secretary, APIMC to conduct CME for Ayurvedic physicians for the first time in the State.

Dr. S.K. Tiwari, Scientist –IV cum Assistant Director, ARRI, Itanagar, Dr. D. Boje, Medical Officer (Ayurveda), Raj Bhawan Dispensary, Itanagar also spoke in the function.

CM inspects state guesthouse sites in Guwahati

GUWAHATI, Jun 11: Two new guesthouses that would accommodate Arunachali students, patients and officials would soon come up at Guwahati.

Chief Minister Kalikho Pul on Saturday surveyed a plot of land in Rupnagar and a residential plot in Six Mile available for sale.

Accompanied by PPA state president Kahfa Bengia, the Chief Minister visited the site in Rupnagar, which is now being proposed for a construction of state guesthouse. The plot of land measuring 1 Bigha had remained unclaimed for several years, without any permanent structures erected, though it was handed over to Arunachal government since many years by the Assam government.

He called up the Rupnagar Circle Officer and took assurance from him that the land would be made free of encroachers by June 13 and would be handed over to the state government.

The Chief Minister also called up works department officials of the state and instructed them to immediately depute officials on the site to start work of fencing to prevent encroachment.

He also instructed them to prepare proposals for construction of state guesthouse, and for construction work for RCC boundary wall. The CM further instructed them to prepare plan for construction of approach road.

Earlier, Pul inspected a four-storied residential plot in Six Mile, which the state government proposes to buy to provide accommodation facilities for Arunachalee visitors. He inspected the building that accommodates 12 rooms and its water and toilet facilities.

While responding to the plea of Guwahati Arunachal Students Union (GASU) Pul has assured to look into the various problems faced by the students and people from Arunachal Pradesh living in Guwahati.

The GASU members has requested for the transfer or suspension of DRC and ARC, construction of Arunachal Bhawan and celebration of Arunachal Carnival Festival annually in Guwahati.

Further, the union also called for setting up a Blood bank in Arunachal Bhawan, provide an ambulance for patients from Arunachal and allocating two vacant rooms in Arunachal Bhawan for medical emergency only.

Social Service and Plantation programme at Daporijo District

Daporijo, Jun 11: A social service and plantation programme was conducted at the District Hospital, Daporijo by the district administration and the health department in collaboration with NGOs of Daporijo.

Led by the DC and DMO, the programme witnessed a huge turnout of government officials and public of Daporijo.

The participating people cleaned the District Hospital and Nursing School compound, giving it a new and cleaner look with a new coat of paint. The work of drain cleaning from DMO's office to the main drain was undertaken by the Tamin Elite Society and Tache Tagia Welfare Society, the task of cleaning the Nursing School compound was done by the Tadu Welfare Society and Leyu Welfare Society and the old SPT building was given a new coat of paint by the Reri Welfare Society.

DC Komkar Dulom advised all to take care of the plants planted so that the future generations could enjoy the shade and beauty of the trees. Taking the example of Dulom village which is open defecation free, he advised and encouraged all officers to adopt their villages and initiate and encourage the construction of toilets under the Swatch Bharat Mission, with the help of the PHE department. Dree Football Trophy-2016 begins at Itanagar

ITANAGAR, Jun 11: The Dree Football Trophy-2016 kicked off on Saturday at the Dera Natung Govt. College football ground amidst a huge crowd. The tournament is being organised by Capital Complex Dree Festival Celebration Committee (CCDFCC).

Ziro United FC (ZUFC) defeated Capital Complex Pura Brothers FC (CCPBFC) 4-0 in the inaugural match. Gyati Tatung of ZUFC emerged as the outstanding player of the match as he netted all the four goals for his team.

In the second match of the day in the senior category, Classic FC (CFC) earned a hard fought victory over KhongKhung FC (KFC) 2-1 goals. In the equally contested match, Classic FC took the initiative and scored the 1st goal through Tapi Mali in the 9th minute of the match. Jolted by the early goal KFC leveled the score through Rubu Bath with a wonderful goal in the additional time of the first half. Tapi Mali of Classic FC proved to the match winner as he scored his second winning goal for his team in the dying moments of the match.

Earlier, Chairman (CCDFCC) Narang Tani urged the players to maintain sportsmanship spirit and avoid any untoward incident to make the tournament successful.

A total of 20 teams are taking part in the tournament which has been further divided into two groups- Junior category (below 30 years) and senior category (above 30 years).

At Pasighat, the second league match of Pasighat Dree Football Tournament, 2016 was played between Ato Piilo Club and Achi Takar Club on Saturday at JN College playground in which the former defeated the later by 2-1 goals.

Both the teams engaged in repeated attacks and counter attacks which excited the spectators, but neither team could score any goal till the end of half time. In second half, Koj Aring of Ato Piilo netted the first goal in the 47th minute which was equalised within seven minutes by Dusu Pugang of Achie Taker. The second goal of Ato Piilo was scored by Radhe Bhai in the 56th minute.

Earlier in the second Dree Volleyball trophy match played between PHCF Club and Ayo Danyi Club, the former defeated the later by 25-13, 25-13.

Lok Adalat settles 64 cases

ITANAGAR, Jun 11: A total of 64 cases of the 99 listed have been settled involving an amount of Rs. 24, 62,865 in the monthly Lok Adalat on various money suit, civil and criminal matters as a part of the All India Monthly National Lok Adalat on Saturday.

The Arunachal Pradesh State Legal Services Authority in coordination with the courts of Additional District and Sessions Judge, Basar, Jweplu Chai, Additional District and Sessions Judge, Pasighat, Ito Basar and Chief Judicial Magistrate Ziro, Komjum Taso conducted the hearings.

PRIs leaders lock electric office in protest

MARIYANG/PASIGHAT, Jun 11: PRI leaders have locked the Mariyang Sub-Division electrical department under Upper Siang District, upset at the absentee employees.

According to ASM Chairperson Mariyang Mopom Block Yanggo Tayeng, the electrical staffs including JE and AE are irregular in discharging their duties. The office is being looked after by a meter reader. “Due to negligence of officials, the Mariyang town and its peripheral villages are worst hit by the erratic power supply. Despite our repeated appeal to rectify the erratic power supply, the officials were not paying any heed. Hence, we were compelled to lock the division", added Tayeng.

Darkness in Tirap

DEOMALI, Jun 11: After reeling in darkness for the last five days, the Panchayat and public leaders of 54th Namsang Assembly Constituency submitted a representation to the Additional Deputy Commissioner of Deomali demanding immediate action to restore power supply at the earliest.

Informing that Deomali, along with the entire Tirap district, has been suffering during this unbearable hot summer, the members said that the laxity of officials of the Deomali Electrical Division during this hour of crisis has been absolutely disappointing.

“Schools and colleges have also reopened and the condition of students is miserable”, they said.

The members also alleged that Executive Engineer (Power) T Jerang and Assistant Engineer D Boje are untraceable and presumed to be escaping from their responsibilities. “The utter callousness and blatant disregard to public service by the concerned authority has caused deep anguish and resentment among the people of Deomali and the rest of the district. The patience of the deprived people has been pushed beyond limit and further delay of power supply may not auger well for the situation, which is already volatile”, the representation further read.

ITANAGAR, Jun 11: The Memo Ao Welfare Society (MAWS), Itanagar has organized a blood donation camp in collaboration with Ramakrishna Mission Hospital to mark the “Pre-World Blood Donors Day on Saturday. The aim of blood donation camp was to foster the idea of oneness and to spread the message of Universal faith of humanity. The event was actively participated by the senior citizens and most prominent members of the society.

Training on fish farming held

ITANAGAR, Jun 11: In all, 36 fish farmers along with ASM, GB attended a day-long training-cum-demonstration programme held at Guhain Gaon, Namsai on Saturday to mark 'Fish Farmers Day'.

It was jointly conducted by the BTT, Mahadevpur, ATMA, Namsai district and Krishi Vigyan Kendra, Lohit under ICAR-NRC on Yak.

During the programme, Mahadevpur SVO-cum-BTT convenor, Jayanta Mungkhang informed the farmers about the various schemes of ATMA and advised them to avail the facilities.

KVK Project Coordinator incharge, D. Sasmal also informed the trainees about ways to solve major problems related to low productivity and management of fish pond while, ATMA, SMS, Haridasi Sasmal trained the fish farmers on composite fish farming and described remedial measures of pre-stocking management of fish pond and post stocking management to increase the yield.

APLS to organize state level literary competition

ITANAGAR, Jun 11: Arunachal Pradesh Literary Society (APLS) in its 76th monthly literary sitting held at Jawaharlal Nehru State Museum, Itanagar on Saturday has decided to organize a state level literary competition for the students in order to encourage them to involve in creative and literary activities. The competition will be held on two categories - short story and poem and the winners will be awarded on the APLS Foundation day on December 2. The Education Department will be requested to send a circular to all the schools and colleges of the state for participation from the students in the competition.

Meanwhile, participating in the APLS sitting, Rissum Diyum and Dopi Riba recited self-composed English poems, while Nomi Maga Gumro recited a heart-touching Hindi Poem. Another literary aficionado Tenzing Metoh read out a true story based on rebirth of human being creating a scope for further discussion on the myth behind the rebirth.

Plantation drive held to mark Vanmahotsava

ITANAGAR, Jun 11: Thousands of saplings were planted at the premises of Govt. Middle School, Jigaon and along the highway between Jigaon and Shergaon village during a plantation drive conducted by the Shergaon Forest Division in collaboration with Zgang Depga, a local NGO to mark Vanmahotsava at Jigaon village, West Kameng on Saturday.

During the programme, which was attended by Border Road Organization Chief Engineer, J.S Ishar along with Commandant 14 BRTF and OC 91 RCC, the Shergaon Forest Division also donated dustbins to the NGO.

‘Revoke transfer order’

ITANAGAR, Jun 11: Claiming that the Divisional Forest Officer of Likabali has been prematurely transferred to Kamengbari forest division within a duration of 6 months, the Jigo-Yego Students' Union (JYSU) has in a release on Saturday appealed to the CM to immediately revoke the transfer order of the said officer.

AR conducts interactive session

ITANAGAR, Jun 11: Khonsa Battalion of Assam Rifles conducted an interactive session with villagers, Headmen and Secretaries of Khonsa, Laju and Dadam Circle on Jun 11 to increase the level of co-operation and mutual understanding between the Assam Rifles and the civilians.

During the session, exchange of thoughts on their aspirations, future prospects on the development of the area, construction of community hall, development projects, and provision of solar lights and computers for school was made.

Governor extends condolence

ITANAGAR, Jun 11: Arunachal Pradesh Governor, JP Rajkhowa expressed shock and grief over the loss of lives in a truck accident near Sangram in Kurung Kumey district.

The Governor conveyed his heartfelt condolences to the bereaved families and prayed for the eternal peace of the departed souls.

He has further appealed to the people to remain cautious while driving in the hilly roads as many places in the state are experiencing heavy rain, landslides and loosening of soil. (PRO to Governor)
